Tentative agreement 2013-15 contract
Wages:
- First year wage adjustment: Effective July 1, 2013, all salary ranges and rates for classes covered in this agreement shall be increased by 3.0 percent.
- Second year wage adjustment: Effective July 1, 2014, all salary ranges and rates for classes covered in this agreement shall be increased by 3.0 percent.
- Progression: Employees will receive a one-step salary increase annually on their anniversary date provided a satisfactory performance is indicated by their Appointing Authority and the employee’s salary does not exceed the salary range maximum rate.
Insurance:
- Premiums: State employees will pay 5% for single pay premiums starting on Jan. 1, 2015. This increase includes all state employees electing to be covered under the SEGIP plan.
- Dental coverage: This agreement will increase members’ maximum benefit in dental plans coverage from $1,000.00 to $1,500.00.
- Online clinics: this contract will include a program for online clinics. Online clinics will be an efficient, innovative tool to give members and their families the ability to have a consultation with their health care provider via email or Skype without having to leave their home. Diagnosis can be made and next thing you know you can head to your local pharmacy to pick up your prescription.
- The goal is to provide quality care while also cutting down on trips to the emergency room or urgent care clinic.
- The MTM Diabetes Management Pilot Program will be adopted as a permanent program and will be expanded to include adult children and spouses of SEGIP members.
Sick leave:
The settlement includes a letter from MMB that allows the expanded use of employee sick leave to care for adult children and siblings.
Expense allowances:
Meal reimbursements will be increased to more accurately reflect the current costs of meals on the road.
Rates in Minnesota, 35 miles away from work site:
- Breakfast $9
- Lunch $11
- Dinner $16
Rates: Major metropolitan cities outside Minnesota:
- Breakfast $11
- Lunch $13
- Dinner $20
Veterans’ rights:
- The contract will include an agreement via letter to have MAPE representatives meet with the governor’s staff and MMB designees to address concerns about the implementation of veterans’ preference rights in the state workforce.
- We also received clarity that MAPE members called up for active duty can meet with their steward and supervisor to discuss benefits nd rights for the member and their families during active duty leave.
- Employees returning from active duty will be given the opportunity to work part-time as they phase back into their state jobs.
Governmental reform measures and generational transition plans:
An agreement to create a joint labor management coalition to work on generational transition plans and good government programs. This agreement will:
- Ensure that MAPE members have a voice and are actively participating in Governor Dayton’s reform measures to improve services and find efficiencies.
- Make sure our members have a seat at the table to help plan a seamless transition over the next few years as close to 1,800 MAPE members retire.
