MAPE is tracking numerous provisions in each of the omnibus bills, which include but are not limited to:

  1. Public Safety: additional support for the BCA labs, and a formula change for how DOC community supervision is funded (House only) and additional base funding
  2. State Gov: Elections policy proposals, supplemental funding for small agencies and boards, and direct state aid to the pension systems for a one time increase to retiree’s COLAs (House only); numerous bad policy positions in the Senate bill
  3. Environment: Additional funding MPCA, DNR and the MnZoo(House only); Senate version includes numerous policy change proposals
  4. HHS: Senate version includes numerous problematic policy proposals such as the Nurse Licensure Compact and moving the Behavioral Health Division out of DHS to be a standalone agency; House version includes additional funding for staff and electronic records systems overhaul, and also includes the MinnesotaCare Public Option
  5. Jobs: House version includes funding for PERB and start-up money for Paid Family and Medical Leave; Senate version weakens the wage-theft enforcement provisions   
  6. Higher Ed: House includes an additional $20 million for MnState campus stabilization funding; Senate includes only $649,000.
  7. Pension bill: this is a standalone administrative pension bill that includes several pension fixes for individual MAPE members.
