MAPE / MDHR MEET AND CONFER MINUTES

August 6, 2018

For Management:      Rowzat Shipchandler and Peter Zuniga

 

 

1  Procedural topics

Management and MAPE discussed the following procedural topics:

  • Cathy Bisser declined the meeting.
  • Christina Schaffer was unable to attend due to a conflict.

 

2 MSRS Presentation on Deferred Compensation

Management and MAPE discussed the following topics related to the July 26, 2018 all-staff presentation on deferred compensation:

  • MAPE thanked Management for arranging the presentation and noted that the presentation went well.
  • Rowzat Shipchandler noted that Management can arrange for the presentation to occur periodically in the future.

 

3  Hay-related topics

Management and MAPE discussed the following Hay-related topics:

  • Rowzat Shipchandler noted that the Hay session will take place on Friday, August 10, 2018.
  • Rowzat Shipchandler noted that Rowzat Shipchandler, Peter Zuniga, and Asuquo Ekpenyong will represent Management during the session.
  • Rowzat Shipchandler noted that the Hay raters will likely continue with the Hay process even after the Hay session.
  • Rowzat Shipchandler asked Shawn Swinson-Stafford if Rowzat Shipchandler had shared Management’s Hay-request letter with MAPE.  Shawn Swinson-Stafford confirmed that Rowzat Shipchandler had done so.
  • Shawn Swinson-Stafford asked Management if, in the next day or two, Management would let MAPE know which EO’s Management selects for participation in the Hay session.  Rowzat Shipchandler replied that Management will do so.
  • Shawn Swinson-Stafford asked Management if the Hay raters will use the position descriptions that the EO’s signed last October.  Rowzat Shipchandler replied that the Hay raters will use the most recent position-description templates.

 

 

4 Technology Issues

Management and MAPE discussed the following topics concerning technology challenges that MAPE is facing:

  • Shawn Swinson-Stafford noted that due to an OnBase server crash on July 31, 2018, Shawn Swinson-Stafford, Christina Schaffer, and Laura Danielson were unable to push through a total of seven determinations of EEOC-contract cases.  Shawn Swinson-Stafford further noted that although Christina Schaffer and Laura Danielson were able to push through and backdate their respective cases the following day, situations such as this are problematic nonetheless.
  • Peter Zuniga noted that the technology failure on July 31, 2018 involved the whole network and was not limited to MDHR.
  • Rowzat Shipchandler noted that EO’s won’t be penalized for such failures, that EO’s can notify MNIT Application Support Project Management person Kaytee Hanson of such failures, and that affected determinations can be backdated.
  • Rowzat Shipchandler noted that in order to address technology failures, Rowzat Shipchandler needs affected MDHR employees to provide MNIT ticket numbers.  Rowzat Shipchandler further noted that in some instances, affected employees have lacked MNIT ticket numbers.  In order for Rowzat Shipchandler to address technology problems, those problems must be documented.
  • Brianne Lucio noted that Compliance has experienced OnBase issues.

 

5 Tentative scheduling of next meeting

  • Shawn Swinson-Stafford proposed a tentative meeting time of 2:00 PM – 3:00 PM on Monday, September 10, 2018.  Also, Shawn Swinson-Stafford noted that after the Hay process is complete and MDHR transitions to a new administration, Meet and Confer will go from occurring monthly to occurring bi-monthly or quarterly.
