MAPE / MDHR MEET AND CONFER MINUTES
June 5, 2018

For Management: Rowzat Shipchandler
1 Procedural topics
Management and MAPE discussed the following procedural topics:
- Peter Marincel was unable to attend, due to being out of town on business.
- Jodie Segelstrom was unable to attend.
- Cathy Bisser declined the meeting.
2 Hay-related topics
Management and MAPE discussed the following Hay-related topics:
- Shawn Swinson-Stafford asked Rowzat Shipchandler if Management had any updates regarding the convening of panels or any other aspect of the Hay / range-reassignment request that Management submitted to MMB. Rowzat Shipchandler replied that Jodie Segelstrom told Rowzat Shipchandler that the panels will convene in July. In addition, Rowzat Shipchandler elaborated that SMART is going to decide who will be on the panels.
3 MSRS Presentation on Deferred Compensation
Management and MAPE discussed the following topics related to MAPE’s request that Management have someone from MSRS present deferred-compensation information to new MDHR MAPE employees:
- Shawn Swinson-Stafford asked Rowzat Shipchandler if Management (through Peter Zuniga, who will be with MDHR during the next administration) would agree to have MSRS give presentations to MDHR employees either annually or semiannually. Rowzat Shipchandler replied that when MDHR has enough new hires, Management will have MSRS present information during an all-staff meeting or during a stand-alone meeting.
- Rowzat Shipchandler and MAPE agreed that the MSRS presentation(s) should be open to all MDHR employees, not just MDHR’s MAPE employees.
- Rowzat Shipchandler asked MAPE if new MAPE employees receive informational fliers from MSRS. Brianne Lucio replied that Brianne Lucio received an informational flier as a new hire, but that the flier was not from MSRS. Lenora White replied that Lenora White receives quarterly statements from MSRS. Rowzat Shipchandler noted that Rowzat Shipchandler was asking about fliers that new hires receive.
- Rowzat Shipchandler noted that MDHR could possibly cue MSRS options to new hires when MDHR gives benefits-related information to new hires. Brianne Lucio suggested that MDHR could communicate the information by way of a one-page sheet listing relevant websites. Rowzat Shipchandler replied that the relevant information is on SharePoint.
- Lenora White noted that when Kristi Streff was still MDHR’s HR Manager, Kristi Streff used to give benefits-related information to new hires.
- Scott Beutel noted that the problem with the informational sources currently available to new hires is that those sources tell new hires the what concerning benefits, but not the how. Scott Beutel also noted that Scott Beutel tried to opt out of receiving written MSRS statements, but was unable to do so.
- Rowzat Shipchandler noted that Management could put deferred-compensation information in MDHR News. Rowzat Shipchandler also noted that employees can contact SMART for HR support.
- Christina Schaffer noted that employees can schedule individual sessions with MSRS.
- Rowzat Shipchandler and MAPE briefly discussed that there is currently a $200 limit on deferred-compensation matching funds.
4 Disposition of comp time
Management and MAPE discussed the following topics concerning the disposition of comp time:
- Shawn Swinson-Stafford recapped that after Management declined to let MAPE members and fee payers choose as individuals whether to carry over comp time or have it paid out, MAPE asked Management to carry over MAPE’s entire bank of comp time to the next fiscal year.
- Shawn Swinson-Stafford told Rowzat Shipchandler that MAPE respectfully wants to know what Management’s reasons were for declining MAPE’s request for individual choice. Rowzat Shipchandler replied that Management’s reasons were that: A) Management is not aware of any other agencies that have allowed MAPE employees to have individual choice; B) As Management has a collective-bargaining relationship with MAPE, Management follows the contract; and C) Allowing MAPE to have individual choice would put an administrative burden on Management.
- Rowzat Shipchandler noted that last year, when Management had a larger budget, Management allowed MAPE to choose between working comp time and working overtime.
- Rowzat Shipchandler noted that if MAPE had asked Management to pay out MAPE’s comp time instead of carrying it over, Management would have paid out the comp time.
5 Miscellaneous
- Rowzat Shipchandler reiterated that information regarding MSRS options can be included in MDHR News.
- Scott Beutel asked Rowzat Shipchandler if Management had any hiring decisions outstanding. Rowzat Shipchandler replied that Rowzat Shipchandler would defer to individual hiring managers on that topic.
- Management and MAPE tentatively agreed to meet again on July 10, 2018.
