Meet-and-Confer Minutes

For management: Commissioner Rebecca Lucero, Deputy Commissioner Irina Vaynerman, Peter Zuniga, Jodie Segelstrom,

 

  1. Old Business:  Update of Hay process / Range Reassignment / EO3 position

 

Rebecca Lucero reported there have been many conversations.  Leadership is committed to moving forward.  Now that Irina Vaynerman is working on the issue, leadership hopes for good progress.

 

Generally, there were questions about what is public data, what MMB can share with MDHR, and what MAPE can request.

 

Peter Zuniga explained the under the Data Practices Act, everything is public unless the law says otherwise.  Information about classification is public data, not personnel data.

 

  1. New Business:  Production standards and step increases

 

Jill Keen explained concerns brought up by some enforcement officers that unrealistic production standards prevented some employees from receiving their step increases.

 

Peter Zuniga responded that production goals are not the sole factor in evaluating performance.  Other factors include quality, commitment to the mission, and teamwork.  He noted that at least one employee received a step increase in spite of not meeting production goals.

 

Rebecca Lucero stated these are big picture questions.  Leadership is looking at processes.  She asked MAPE to emphasize to members that there are other factors besides production

Rebecca Lucero noted that the tone of this meeting did not feel collaborative.  She would like to see a more inclusive tone.
