MAPE Finance Committee Meeting Minutes
May 23, 2018

A regular meeting of the MAPE finance committee convened at 12:00pm on May 23, 2018. Members present (at the MAPE office and via Adobe Connect / conference call): Todd Maki (Chair), Ken Jackson, Marcia Beukelman, Scott Rood. Others present: Paul Schweizer.

MSP (Beukelman) to approve minutes from the May 9, 2018 meeting.

We have received a budget from Local 1501 but are still missing budgets from Locals 1301, 1302, and 1303.

We have received checkbook audits from Locals 901 and 1401 but are still missing audits from Locals 1201 (who has a checkbook but is not using it), 1202 (who has a new treasurer but no records from last year), 1302, and 1303.

We began working on the 2019 budget with Paul S. Our goal is to put together a two-part budget proposal: the first part as a “regular” budget and the second part that reflects the recommendations from the restructuring committee. This will be more complicated than in years past but will provide a starting point for discussions at the Board and the Delegate Assembly.

We discussed options on the income side. The consensus of the committee is to use 60% or about 8,800 members paying $21 per pay period for dues income. This is a middle ground between the 50% assumption used for the 2018 budget and the current membership level of 70%. It is a stronger assumption than the math in the “soft landing” discussed at the Delegate Assembly last year but more conservative than the estimate from the February membership survey.

The consensus of the committee is to continue funding the relational organizing and political organizing grants rather than all committees. This process has been in place now for about four or five months which is still too new to fully evaluate how well it is working.

We need better information in some of the expense categories. Paul S will try to find more accurate numbers for salaries and insurance, educational and independent political expenditures, and the membership drive for our next meeting.
