The annual pay out of Compensatory Time
After introductions, the various ways official compensatory (comp) time is earned was discussed.
That would be 1) Earning an 8 hour day during a 2 week field trip, as described in the Revenue Supplemental language of the MAPE Contract. 2) A holiday falls on a flex day or working on a holiday. (This can be coded on the time sheet to be Comp time or Annual leave) or 3) Earning official comp time authorized by management as in official overtime.
Even though the time is coded differently as it goes into the time recording system it shows up as one lump sum called Comp Time.
Since we were working with an old list of employees with comp time (2005 list), we aren’t sure how many employees are affected in 2007.
Kathy Z brought up the AFSCME language – If the balance is less than 40 hours it’s paid out. [MAPE could consider this language in the next negotiations]
After some discussion –
Ron Empting will write a letter to all employees with comp time at this time to ask if they would want a payout or have the hours carried over, as of a certain date. This is to deal with this year’s comp time.
It appears that the intent is to give the employee a choice THIS year, but to do a roll over (not cash out) of the comp time next year; however, the employer retains the right to change their mind and cash out next year if they choose.
General Information: In the past the comp time had to be liquidated once per year, usually done in October. If the employee hadn’t taken the time by the cut off date, it would have been paid out. New to this years’ contract is the ability to carry forward the comp time into the next year. The decision is managements as to pay it out or roll it forward. MAPE can ask for a Meet & Confer on the topic next year as we did this year.
When comp time hits 120 hours it is automatically paid out at that time.
